Haryana says 'yes' to death penalty for RAPISTS of minors below 12 years of age.

HARYANA,

On 27th Februray, 2018 Haryana government, under the leadership of CM Manohar Khattar have decided to approve death penalty for RAPES of minors below 12 years of age.Haryana has low sex ratio and has seen multiple instances of violent RAPES in the past few months. It is considered unsafe for WOMEN.To change this reality, the new modifications to existing laws have been approved.What were the original laws and the new suggested modifications?
Section 376 (D) : Where a woman is RAPED by one or more persons constituting a group or acting in furtherance of a common intention, each of those persons shall be deemed to have committed the offence of RAPE and shall be punished with rigorous imprisonment for a term which shall not be less than twenty years, but which may extend to life which shall mean imprisonment for the remainder of that person's natural life, and with fine; provided that such fine shall be just and reasonable to meet the medical expenses and rehabilitation of the victim; Provided further that any fine imposed under this section shall be paid to the victim. Modification: In 376 D, there will be an addition made wherein the RAPE or GANG RAPE  of anyone below the age of 12 will be punishable with death. One might also be given a jail term of 14 years or lifetime imprisonment. Additionally, a sum for compensation will have to be given to the victim.Section 354: Whoever assaults or uses criminal force to any WOMAN, intending to outrage or knowing it to be likely that he will there by outrage her modesty, shall be punished with imprisonment of either description for a term which shall not be less than one year but which may extend to five years, and shall also be liable to fine. Modification: This will now be punishable up to 2 years under law. This may also be increased to 7 years. 354 D (2): Whoever commits the offence of stalking shall be punished on first conviction with imprisonment of either description for a term which may extend to three years, and shall also be liable to fine; and be punished on a second or subsequent conviction, with imprisonment of either description for a term which may extend to five years, and shall also be liable to fine. Modification: IPC 354 D (2) has been modified to stalking a WOMAN would be punishable and one can jailed for 3 years. If one is found guilty of the same crime again, the term will be 7 years along with a compensation amount.

Will these new modified laws be able to reduce the crime against WOMEN at least in Haryana?
