SHAME IS LAME
Increase toilet coverage only by means consensual not coercive means

5 States- Madhya Pradesh, Maharashtra,  Chhattisgarh, Jharkhand, Haryana- have declared their urban areas open defecation free (ODF) . These claims will be scrutinised but the important point is that public disclosure and government involvement in sanitation and eliminating open defecation have soared since Swatch Bharat Mission (SBM) was launched. In India 48% of children are malnourished- with poor hygiene, sanitation and water supply causing diarrhoea, which is blamed for nearly 50% of child malnutrition. So the importance of ending open defecation can't be overstated.

Toilet coverage in India was about 38% in 2014. Official Statistics shows this has risen to 68% now with 5 crore toilet built and 2.5 villages and 214 districts declared (ODF). These lofty claims are marred by reports of low toilet use among some section of neo-converts and the use of coercion. The former indicates that the 'triggering' process,which aims to Change the social behavior through sanitation activities visiting villages to highlight evils of open defecation leading to people themselves demanding toilets, has loopholes and need sustained monitoring. Some other states having lack of toilets are lagging far behind others.

As for coercion, it is antithetical to the idea of a collaborative and consensual approach to ending open defecation which SBM promised. Open Defecation has continued for long in India and sudden recourse to naming and shaming finding and disrobing reported from different state is a grown violation of SBM guidelines. Those continuing with the unhygienic practice maybe doing so for variety of reasons : Poverty, Lack Of Awareness, Damage To Toilet ,No water Availability Or Just An Inability To Shape Of An Ingrained Habit.

With so much of top level political commitment in invested in SBM there is Temptation among local politicians and bureaucrats to deploy punitive measures. They must not lose sight of SBM goal to restoring human dignity. The urgency to meet the 2019 goal of universal toilet cover it must not little situation get toilet are poorly constructed deserving beneficiaries are overlooked and verification of construction and useage it is given short shrift.

Her family came to attend a wedding in February before the lockdown. That’s where this incident happen. The guy came and took her from her mother’s lap in order to play with her.  2 hours later when they decided to go hone, They started looking for her and the cousin but both were no where to be found.
